Job Description: UMUC purchased old Hechinger’s headquarters and wanted to rehab areas of existing parking lots.  Scope included a small quantity of asphalt repairs, 2” mill & 2” overlay and restripe with some curb/gutter and sidewalk replacement.  Once milling started it was discovered that a majority of the lot had approx 2” or less of existing asphalt so those areas completely failed and disintegrated and wet sub-base was found underneath thus requiring some undercut of failed areas and extensive asphalt repairs.  Millings/stone were used as backfill and in the repairs.  Parking lots and drive lanes were overlaid and restriped with 897 parking spaces.  In the adjoining field, we graded for a storm water pond and installed an asphalt trail loop.

Job Description: Phase 2 of this project was exceptionally difficult in all aspects – planning, permitting, coordinating, staging and execution.  Five streets surrounding the completed new building were damaged during the construction so the GC was required by Arlington County to complete repairs and a full mill/pave/striping operation of these roads.  Due to the extreme heavy traffic surrounding the building and in conjunction with the commercial and residential use/needs, it was determined that this project should be completed as quickly as possible but with the least amount of disruption as possible.  County requirements stipulated that the roads remain open (completing 1/2 of street at a time) during the work, but must be closed for both morning and evening rush hours.  We scheduled the work to be completed in 5 calendar days with operations running 24 hours a day, except during the 2 rush hour periods each day.  Tremendous planning went into organizing the order of work, scheduling of work and delivery of materials, traffic control and coordinating the 15 separate crews who were working on the site at one time and in unison.  The main crews split into shifts and were housed in local hotels and eat on site during the entire 5 days. Special permitting considerations were obtained as our 24 hour work impacted access to and noise levels for businesses and the adjoining hotel and residential communities.  Traffic control for this project was a huge undertaking and required elaborate planning considering we closed all meters in a 4 blocks area and directly impacted traffic 24 hours a day for Key Bridge and all major roads and side streets in downtown Rosslyn for 5 full days.  Traffic control was ever changing as the work progressed and as traffic was flipped back and forth on the roads. Crews worked in the street while traffic was around them making staging and execution of work very difficult.  I’m proud to say that we successfully completed the job before our required completion time and received great praise and thanks from our customer Facchina-McGaughan and from Arlington County.
